Eugene is a M.A. graduate from Carleton University’s Norman Paterson School of International Affairs and an alumnus of the University of British Columbia. His research interests include global governance issues, such as climate change and international migration cooperation, with particular emphasis on how international organizations manage these challenges.

Eugene’s international experiences include an exchange year at Sciences Po Grenoble, France where he studied European Union affairs. This was followed by a European Union study program in Brussels, Belgium and an internship with the Canadian Embassy to the Netherlands in The Hague. Eugene currently works as a Trade Commissioner with Global Affairs Canada.
